- Planning permission and building permits are separate questions.
- The property and proposed scope determine the review route.
- Confirm current requirements before setting a start date.
First ask what is permitted on the property
A zoning review examines how a proposal relates to the permitted use and development standards. Ottawa’s new zoning by-law is partly under appeal and the transition is not a simple citywide replacement. Confirm the applicable rules for the property and application with City staff and your adviser.
Keep a dated record of the provisions used for design. If the concept relies on relief or a future approval, show that clearly in the schedule and cost plan.
Then identify the planning route
Ask whether the proposal needs a zoning amendment, minor variance, site plan review, heritage permission or another approval. Which applications apply is a project-specific question. A multi-unit label alone does not settle it.
The City’s development review process describes consultation and supporting submission materials. Ask what plans, reports and studies are needed for your proposal and who coordinates them.
Confirm the building permit scope
Ottawa lists new construction, additions and many structural or plumbing alterations among work requiring building permits. Review the actual scope with Building Code Services rather than assuming interior work is exempt.
Ask who prepares the drawings, submits the application, responds to comments and coordinates inspections. Keep the approval status distinct from the design status: a completed drawing set is not a permit.
Make a permissions register
Create one line per approval or permit: responsible person, required documents, submission status, dependencies, outstanding questions and next action. Link it to the project schedule.
Do not use a general processing target as a guaranteed start date. Allow the team to explain design time, application completeness, review responses and any additional approvals that must come first. Official requirements and fees can change; use the linked City pages at the time of your application.
A better first conversation.
- Which approvals apply to this property and this exact scope?
- What must be resolved before a complete submission can be made?
- Who monitors comments, revisions and inspection requirements?
